In a staunch effort to implement the spirit of General Secretary Xi Jinping's series of important instructions on work safety, to solidly practice the new development concepts, to strictly enforce the principal responsibility for safety, to strengthen the concept that "hidden dangers are accidents waiting to happen", and to diversely carry out hazard investigations among all staff, encouraging everyone to become "whistleblowers" and "woodpeckers". On October 25, the exemplary case outcome conference of the provincial comprehensive traffic law enforcement system's "Invitation-Based" work safety inspection and "Whistleblower" system took place at our company.
Dong Zhihai, the Secondary Inspector of the Provincial Comprehensive Administrative Law Enforcement Bureau of Transportation, Yang Tiemin, Chairman of the Provincial Transportation Enterprise Association, Ding Yongwei, the Deputy Director of the Management Committee of Taizhou Medical High-tech Zone, along with leaders from the provincial comprehensive traffic law enforcement system and colleagues from various enterprises, witnessed the award ceremony for outstanding "Whistleblowers" and advanced individuals in the "Thousands of Miles" tank truck loading event for the first to third quarters of 2023 at JOC Chemical Storage, with all members of our leadership team participating throughout.
Since the beginning of 2023, our company has been proactive and responsive to follow the provincial and municipal regulations on rewarding reports related to work safety, as well as the requirements of the documents from the Provincial Comprehensive Law Enforcement Bureau of Transportation on implementing the corporate "Whistleblower" system. Through benchmarking, work exchanges, and thematic discussions, we have promoted a shift in employees' mindset from "I should be safe" to "I want to be safe", optimized the implementation of the work safety reporting rewards, and a full staff hazard investigation and governance reward and penalty management method, encouraging everyone to strive to be "whistleblowers". Our staff actively participated in the rewarded reporting of work safety, proposing 266 hidden danger and management suggestions in the first to third quarters, with all safety hazards rectified in a closed loop, significantly enhancing the company's intrinsic safety.
Simultaneously, in response to the safety risks of hazardous chemical tank truck loading and unloading operations, our company actively adopted employee suggestions and, in conjunction with the launching platform enhancement plan for 2023, conducted the "Thousands of Miles" tank truck safety loading and unloading event at the launching platforms. In the first to third quarters, 25,272 tank truck safety loading and unloading operations were completed, eradicating unsafe practices in tank truck loading and unloading, ensuring the safety of hazardous chemical handling operations.
For the next step, our company will continue to implement the work safety reporting reward, full staff hazard investigation and governance reward and penalty management methods and safety production score dynamic management, encouraging employees to identify new risks and investigate problems, making every employee a "whistleblower" who detects safety hazards and a "woodpecker" who eradicates them. Adhering to the philosophy that "hidden dangers are accidents", we will focus on hidden dangers, prevent risks, re-inspect, and rectify, resolutely ensuring complete coverage without dead angles, zero tolerance without blind spots, and laying a solid foundation for the high-quality development of the company.
