In the afternoon of 7th July in 2021, Hou Bo, deputy director of labor and economy department of All-China Federation of Trade Union, Lu Bin, director of work safety section, and Yan Yan, forth-level officer of model worker management section, visited Jiangsu Joc Chemical Storage to inspect and guide works of trade union. Leaders of federation of trade union at province, city, and district level accompanied the inspection.

General manager Sun Chengli introduced honor exhibition hall, central control room, and other areas of the company and reported the basin condition, safety management, and fire and emergency response capability construction to the leaders. As a stated-owned company at the provincial level, the company has always regarded work safety as the top priority of company. It set up a professional fire brigade composed of retired veterans and purchased fire engines of more than CNY 3 million, which would help consolidate the the "last line of defense" for company in a concrete way.

Attendees of the conference watched a video about Innovation in Construction and Reform of Industrial Worker Team and Five-in-Once Labor Protection of Jiangsu Joc Chemical Storage. General manager Sun Chengli reported a series of innovative measures with PPT, such as collective negotiation of "multi-level salaries" collective negotiation of work safety in the company, worker representative conference of work safety, and the new mechanism of "five-in-one" labor protection supervision. She also introduced that the company achieved decent work, safe work and healthy work for employees by establishing labor protection supervision inspector studio, working day activity system and risk negative list management system. In addition, the work safety “multi-level salary” would also play a key role in the reward mechanism of the "Ankang Cup" competition to encourage all employees to engage in the process. Therefore, the employees' sense of accomplishment, happiness, and security were closely connected with safety development, and the company culture of "everyone is responsible for safety and everyone is a firefighter" is thus cultivated.

Shi Lianmei, party committee secretary and chairman of Gaogang District Federation of Trade Unions and vice chairman of China Medical City in Taizhou, invited the leaders to watch the micro-video “Employee Representative Themed Conference—Let Safety Rise from Heart” (the only video recommended by Taizhou government for national enterprise democratic management micro-video competition) as well as the film illustrating the “license issuing and leader selection” of Gaogang district model worker and craftsman innovation pilot work station construction.

After hearing the report about the trade union, the introduction of “one office, one day, one order, one network, and one conference” five-in-one labor protection and supervision mechanism, along with “multi-level salaries” of work safety, deputy director Hou recognized the works of the trade unions in the following aspects. First, the trade union played the leading role and combined party building, business activities, and work safety, avoiding “separation of party leadership and business”. Second, in terms of work safety in production, infrastructure construction and standardized management yielded achieved remarkable results. Third, in the work of front-line workers, the company paid attention to the improvement of workers’ safety awareness of and plant the idea of "everyone is responsible for safety" in workers’ minds. Finally, the worker representative conference strengthened the master status of workers, which realized real democratic management of work safety.
Deputy director Hou emphasized three points in the end. First, the company should sum up good experiences, innovate new practices, transform excellent experiences into mechanism system, and eventually promote them in the whole city. Second, trade unions are close to employees and are the most basic organizations. The company should give full play to the supervisory role of trade unions in work safety and bring practical benefits for employees. Third, despite the small number of company employees, trade unions should organize diverse activities rich in content and creative in form. He hoped that the company could persist in this spirit and make new achievements.
