Jiangsu Joc Chemical Storage 50000DWT dock reinforcement and transformation project inspection and acceptance conference was held in the meeting room of Yonganzhou country government on 9th September in 2021. After on-site inspection and conference evaluation, the project was officially completed.
This inspection and acceptance conference referred to requirements in Port Project Completion and Acceptance Regulations JTS 125-1-2021 issued in 1st April in 2021. Jiangsu Joc Chemical Storage organized the conference and Taizhou Transportation Bureau hosted the conference. The inspection and acceptance conference consisted of on-site inspection, document verification, and conference evaluation. And the inspection team was composed of 4 invited specialists and representatives from the company, Taizhou Transportation Bureau, Taizhou Maritime Administration Bureau, Gaogang District Ecology and Environment Bureau, Gaogang District Emergency Response Bureau, Gaogang District Water Resource Bureau, and Taizhou Port Container Wharf Zone Committee. General manager Sun Chengli of the company was the team leader. There were 6 procedures of the inspection.
On-Site Inspection: 4 invited specialists and representatives from Taizhou Transportation Bureau, Taizhou Maritime Administration Bureau, Taizhou Administration Department, and supervision departments of the district checked the port and asked questions with the accompany of company leaders. They expressed their recognition about the equipment using and maintenance and proposed suggestions for improvement.
Document Verification: Document verification covered the whole process of the project, from project establishment, design, construction, supervision, quality evaluation, handover acceptance and special projects acceptance. The expert team checked and questioned these documents in detail. The document is complete in general, the classification is reasonable, and the catalogue label is clear. The expert team reminded that the follow-up port equipment maintenance records should be included in the overall project file in time.
Conference Evaluation: After the on-site and document verification is completed, the team leader summoned 21 members of the inspection team to summarize their results contents, formed the draft report, and then illustrated the project one by one on the screen. It was finally concluded that the report was true, scientific and valid. At the same time, the inspection team also put forward project operation suggestions. 1. Strictly implement the ship docking standards determined by the design and specifications. 2. Continue to maintain settlement and displacement observation on a regular basis. 3. Persist in underwater topographic survey. After all members signed on the report, the project was officially accepted and completed after inspection.
Statement of General Manager: After the unanimously approval of the project acceptance by experts and representatives, general manager Sun Chengli expressed gratitude and made solemn statement. First, the company would continue the business transformation and upgrading, strive to provide safer and more environmentally friendly services, optimize operation technology, and ensure the safety of storage. Third, the company accepted all suggestions put forward by experts and representatives, and would immediately solve the problems. Finally, in the future, the company must build a team and lead employees in strict accordance with the company's "three ones" concept. All aspects would be refined and improved including internal management, on-site operation and result feedback, so as to create more values for the state-owned assets and thoroughly implement the development outlook of safety development. Speech of Taizhou Transportation Bureau Deputy Director: In the end, Ma Qingsheng, first-level investigator and deputy director of Taizhou Transportation Bureau made an impressive speech on behalf of the bureau.
I. The project establishment and construction strictly followed the requirements of provincial and ministerial documents, which is legal and compliant. However, it was not inspected and accepted for 7 years after the completion. There were various reasons from relevant administrative departments, the company, and the external environment. And it was finally completed today, which was worth of celebration as well as mutual understandings.
2. For this hazardous chemical dock transformation project, safety was always a sensitive topic. The project itself was small but significant. Since 50000DWT ships can berth at the dock after the acceptance, Jiangsu Joc Chemical Storage must sort out scientifically and rigorously and improve the system and regulations. More importantly, the company must implement the suggestions promoted by the inspection teams and try to figure out potential problems on this foundation with the principle of safety first.
3. Jiangsu Joc Chemical Storage transformed 50000DWT dock for fuel oil, biodiesel, and other hazardous chemicals. This was a landmark for the improvement of safety level. The company could cooperate with CNOOC in the future and build a long-term and stable brand in Gaogang District together.
